Add BWO when performing dataset level flashcopy of an open VSAM dataset.

This request is needed to address a problem introduced when migrating our DFDSS logical backups from Concurrent Copy to FlashCopy (Using DFDSS FASTREPLICATION). At times when a dataset flashcopy is taken and we later attempt to backup the flaschopy target via DFDSS DUMP the DUMP will fail due to a CI or CA Split that occurred the moment the Flashcopy was taken. This was not an issue with Concurrent Copy since a CI or CA split took place within the DFP realm but not with Flashcopy the split ensues if needed with no serialization. This happens because
Flash Copy does not include the feature to BWO (backup while open).
As a result we have had a number of job failures and have opened multiple PMRs until we were encouraged to open an RFE for BWO under Flashcopy. We are told by various IBM personnel that this RFE has been submitted before and currently is in the FITs db as acknowledged, but, has never had any traction. By submitting it in the public RFE db there will be visibility so other folks can concur and add strength to the business case. Current environment is z/OS 2.1 with IBM DS8800 and DS8870 each with Flashcopy licensed. Files under consideration are VSAM/RLS with CICS showing them in an opened state.
