HSM should verify if another function needs a tape migration if it is migrating a large dataset.

Customer have impact with a production job that was waiting for a recall data set. It took a long time because HSM was migrating a large dataset and the tape needed was part of the connect set.
HSM verifies if another function needs the tape migration only in intervals BETWEEN data sets migration. If the data set is too large, hsm holds the tapes for a long time. In this case hsm should also verify if another function needs the tape and have the possibility to cancel the migration.
