DFSMShsm and DFSMSrmm release process tape owner validation

Considering the current communication design between DFSMShsm and DFSMSrmm using the EDGDFHSM to release the expired tape volumes, the Itau bank is requesting an enhancement in this function.
The Itau opened a software pmr: 67230,228,631 to describe a problem that they had related to this process. The HSM database had a list of old tape volumes out of sync with RMM database. From RMM side those volumes were active and in use by other OWNERS.
So, the HSM ran the activity to expire the volume including the old ones in the list of HSM, but for RMM the volumes is in use by other applications and RMM accepted the request from HSM and expired those out of sync volumes even in use for other products, so this task expired ACTIVE VOLUMES.
The enhancement the Itau bank is requesting for IBM is related to the Tape Owner, during the expire process instead of the RMM respect the HSM task like the previous description they want from RMM to check the Tape Owner first to decide if the tape volume can be released or not.
