Improve HSM ML1 migration volume selection by considering fragmentation

When HSM attempts to migrate a data set to an ML1 volume, it only considers free space available on the volume. Unfortunately, in an environment with large volume sizes (like 1TB EAV's), there can be a lot of free space available on a volume, but if the volume is fragmented, there might not actually be enough contiguous free space available to perform the migration and the migration fails. This can happen over and over until the volume with the most free space also just happens to have enough contiguous free space. Each ML1 volume has a fragmentation index which could potentially be used to help HSM determine not only the volume with the most available free space, but also the volumes with the highest probability of the most contiguous free space. If HSM were to consider the fragmentation index when attempting to select the volume ML1 data set migration, it might help to reduce the number of failed attempts which result in ARC0757 and ARC1030I failure messages and eventually ML0 becoming filled.
