Diagnostic information needed if Global Recovery runs for more than a second

Global Recovery is a process within supervisor services that runs on a single logical CPU in a z/OS system while all other logical CPU's are set to run a spin loop. The purpose is to verify some trigger-specific control blocks or control block chains for consistency and rebuild them in case a problem is found.
This process can take a long elapsed time, the PMR has shown an interval of more than 13 seconds, but we have reason to believe that it had run once for about 44 seconds.
As nothing else is happening within a zOS image during this time the system appears as non-responsive to other sysplex systems or the network.
As there is currently no clue to a systems programmer to determine the reason of such an interval of non-responsiveness this RFE is created. The z/OS system should externalize the information of why and for how long it was running Global Recovery when it was running for more than a second of elapsed time.

    While it is feasible to record information related to the duration of Global Recovery processing and doing so might have value on its own, it is likely not the case that having this information could in any way prevent or ameliorate future system hangs. The "root cause" would not be externalized but might be available to IBM service personnel. It is not necessarily the case that running of Global Recovery is due to an error..
