Add recovery function for REWIND/LOCATE failure on tape job.

System: z/OS

Actor : user needing stronger fault tolerance

Description: One of the reason why our customer uses z/OS is its storng fault tolerance. Especially, in multi-path einvironment they expect that I/O job will normally continue its process even in case of one path failure. But current z/OS sometimes make tape I/O job abend in several hardware error cases which is still something recoverable. z/OS can have more storong fault tolerance for that cases.

IBM believes there could be added benefit if the tape error recovery support, on the second IFCC (interface control check), tried reissuing the command down an alternate path.
