DFSMSdss DUMP command optimize the default block size for PS-E.

Now DFSMSdss DUMP function makes a output dataset to DASD with half track block size (default). If using 3390 type DASD, default block size is 27998. When output dataset is Extended format (PS-E) , the system adds a 32-byte suffix to each block. So that total size (27998+32=28030) is over half track and remaining amount on the track is 55996 - 28030 = 27966. It is shorter than block size, and it become dead space. If input dataset block size is 27998, output dataset needs double size. If DUMP with encryption function, it become triple size. We want to DUMP function optimize the default block size for PS-E. 27966 is best for PS-E. After optimized block size, output dataset size will become smaller. (3 times -> 1.5 times, 2 times -> near 1 time)
