Healthcheck XCF_CDS_SPOF should be customizable via Healthcheck framework

The check IBMXCF,XCF_CDS_SPOF checks once every hour for single points of failure in CDS configuration.

It also tells you once every hour, if you bought a machine with only one CPU drawer, that this indicates a SPOF.

There is an option to ignore this special SPOF indication with IGNORE=PDRAWER.
Unfortunately this is NOT available within the healthchecker framework but only via customization of parmlib member IECIOSxx.

We need to be able to customize the healthcheck via PARM in the healthchecker configuration like any other healthcheck.
