We have custom automated zOSMF workflows that are created and started by system users. Sometimes the steps in these workflows are not successful and are resolved outside the workflow, but we don't have a way for a human to 'mark complete' these steps, leaving the workflows in permanent error.
What I'm looking for is a way for human admins to 'mark complete' steps in the workflow if it encounters errors, without them being the owner or assigned user of any workflow steps.
Sort of like in a TWS schedule - the jobs are submitted under a batch system user ID but humans can mark steps complete through the user interface.

In workflow UI, user who has workflow administrator role can modify the workflow instance and take ownership of workflow instance that is created by protected user. After that, workflow administrator can mark the failed step "override complete" or take ownership of step and run it.
Workflow administrator role can be assigned to user by giving "READ" access to "<SAF_PREFIX>.ZOSMF.WORKFLOW.ADMIN" resource in ZMFAPLA class. <SAF-PREFIX> default value is IZUDFLT.
Is there any additional capability needed?
