Allow DFHSM to Migrate bad files with 0 exts

We have come across bad dsns(meaning files that have no lrecl, blocksize, 0 extents and/or are empty).
DFHSM will bypass these types of files due to it having 0 extents. What is happening is even though they are still being cataloged. With these file going nowhere it ends up filling up the vtoc on the volume and causing vtoc issues to our systems. There was a fix for these bad dsn which allows DFHSM to migrate them BUT the bad file NEEDs at least 1 ext. My thought is if the file is BAD and can't be used it really shouldn't matter if there is an extent or not. the file is bad either way. So I would like to have IBM allow for 0 extents to be added to be able to migrate. Thanks
