Within HSM I recognized that DSS is not migrating some datasets to the cloud because of its limitations. In my case:
ADR600E, RC=7, The data set is a VSAM data set where the high used RBA equals the high allocated HBA.
First I thought it's an error in the cluster, but msg ADR600E points to some limitations DSS currently has using CLOUD function.
I think DSS should be enhanced to support valid datasets, doesn't matter if it's dumped to dataset or to cloud. Otherwise the end user has to first analyze, if it's valid for the cloud or not, which is not manageable.
Currently only HSM function 'migrate' is affected. But just think about future use for 'backup'; Suddenly you do not have any backup anymore.
