REXX STORAGE function allows GETMAIN/FREEMAIN operation

Update the MVS TSO REXX product's STORAGE built-in function to have a GET/FREE option which would allow the user to obtain/free storage similar to the GETMAIN/FREEMAIN MVS macros.

For instance:

STORAGE('GET', length) - Will return an address of reserved storage of requested length in bytes, or a null string if unsuccessful.

STORAGE('FREE', address, length) - Will request a release of the specified storage, return a return code like that of the STORAGE RELEASE macro.

    This RFE has been accepted for consideration to be implemented in a future release. It cannot be part of the STORAGE function, because that
    is already defined by the REXX language across platforms, but could be a new function.
