Prevent recalling HSM migrated datasets when calling REST to get list of data sets on a system

REST API: List the z/OS data sets on a system recalling HSM migrated datasets and it does not support X-IBM-Migrated-Recall header to prevent this. This causes from time to time big delay and request often is timed out. In any case this behaviour is not good for many cases.

While using z/OSMF data set REST API, we have the following issue. When we need to get a list of datasets where bunch of datasets were HSM migrated, REST request is always timed out.

Even if pretty large timeout value is used X-IBM-Response-Timeout. As I can see it tries to recall migrated datasets. For several other services there is X-IBM-Migrated-Recall header to avoid such behavior but it is not available for zosmf/restfiles/ds?dslevel
