New messages to show and alert when the HSM is hang about recalls and migration based on TS006249705.

The Itau bank has 2 very large Sysplexes Bank and Cards.
They faced a new defect with the HSM running the PSM reported through the case TS006249705. Considering it was a new defect the IBM HSM lab opened the APAR OA61882 to fix this issue.
The problem in this situation is that HSM doesn't have any messages to show it is hang considering the recalls and migrations activities.
Inside the case TS006249705 there is this information:

"There are no external messages issued when the RC40 is encountered by HSM. The most I can suggest is that if the Max Number of Migration Tasks is set to 1, then look in the QUERY ACTIVE ARC0246I message to see that only one Migration task is active. If you do not see any ADR messages indicating that data movement is occurring for a while then that is a good indicator that PSM is held at that time."

It is a very difficult situation for Itau bank to analyze the scenario without a message to decide if the HSM must be recycled to be recoverd.

So, we are requesting to IBM to improve the HSM including new messages to show when the HSM:

- The PSM is hang;
- The recall is not working;
- The migration is not working.
