Create new "last login timestamp" attribute in LDAP for entries

RACF provides an attribute, LAST-ACCESS, which is mapped to racfLastAccess in SDBM which can be found here: https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.3.0/com.ibm.zos.v2r3.glpa200/tivrff.htm#racfcf

This searchable attribute returns the value of the last time a user has logged into the server. LDAP does not have a built in attribute in order to do equivalent searches on a TDBM or LDBM backend.

LDAP does provide a searchable attribute, modifyTimestamp, which return the timestamp of the last modify date of an entry as found here: https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.3.0/com.ibm.zos.v2r3.glpa200/opattr.htm

Because modifyTimestamp exists already proving that this is within the technical limitations of LDAP, and because this functionality is present in SDBM, it is reasonable to expand this functionality to the rest of LDAP.
