Enhance TBDISPL to enable Panel REXX Access to the Table

Enhance the TBDISPL service so that the table data on the ISPF Panel is accessible, and modifiable, using Panel REXX. This would eliminate the need for dynamic panels/table in over 50% (perhaps 90%+) of the use cases.

    Not asking for table services - just the ability to access the table data that is on the current display.

    This is a permanent restriction within Panel Rexx. Panel Rexx is unable to invoke ANY ISPF services.
