EE over IPv6 needs to use the larger MTU of Jumbo OSAs or HiperSockets

When EE goes over IPv4 then it uses the available MTU provided by the OSAs or HiperSockets.

Did you know that EE over IPv6 does not? It constrains itself to an MTU of 1100 bytes, even though OSPF is telling us the the available MTU is 8192 for Jumbo OSAs or 57344 for HiperSockets.

This is amazingly disappointing and NEEDS TO BE FIXED. I have spent days and weeks working with IBM diagnosing this problem that shouldn't be there in the first place.
