CSSMTP: Spool file should be not be picked up if no target servers are available

When CSSMTP encounters a "EZD1820E CSSMTP NO TARGET SERVER IS CAPABLE OF RECEIVING MAIL AT THIS TIME" condition, it continues to pick up files from spool and put them in a "WAIT" queue for that specific TKID. 

This can cause some delay in processing (mail) spool files in a sysplex enviroment (that share spool) and where multiple CSSMTP's are monitoring the same external writer - that at that time still have a target server that is capable of receiving mail.

In this condition, we see spool files being processed on CSSMTP LPAR1, and CSSMTP LPAR2, but are "stuck" (or in the "WAIT") status on CSSMTP on LPAR3. 

We would like to propose that, if CSSMTP encounters an EZD1820E, it would not try to process more spool files (which will then result in a "WAIT" condition for that spool file) and instead leave them on spool for the moment. Ideally, maybe spool files should be dropped from CSSMTP tasks in the case of EZD1820E.
