z/OSMF Workflows. Straight the skew of archived workflows

The way of working with archived workflows should be refactored. If a user archives a workflows it is dependent on that user if it will be cleaned up or stays there forever. If the underlaying zFS runs full it is very hard for a system administrator to find who is the culprit as he is not the workflows owner. We don't want data to stay forever on our disks without any valid reason. 

1. Provide a way for an administrator to see ALL archived workflows regardless from who is the owner, both in GUI as in the API calls 

2. Add a retention period for archived workflows 

3. Add filtering to the archive policy. At this point there is no possibility to set filters on the policy to select specific workflows. e.g. all workflows from userid A should be archived after 5 days completed. 

4. Improve the archive API call so during automation (Jenkins) the archiving can be done to a specific directory (also see ZOS-I-3591)
