Show the correct SCRATCH volume count in ISMF and DFSMSrmm

Today we have a problem to show the SCRATCH volume count in the ISMF panel, because it does not matched the real available scratch volume count in the IBM VTS library manager data base.

The problem is the "Delete Expired Volume Data setting". Is this option is set and additional it is not allowed to reuse a volume before the expiration date is finished we can have a large difference between the SCRATCH volume count in the library manager data base and ISMF, because in ISMF all volumes are in SCRATCH and the "SCRATCH Threshold" specification (used by DFSMSrmm too for EXPROC processing) is nonsense.

Todays the only possibility to get the correct number of volumes in status SCRATCH is: 

Right now if you want to see how many of the scratch volumes are usable you can issue the D SMS,LIB command.  With that command, the volumes that are in delete expire hold are removed from the count (by the library).  We don’t have an interface today with the TS7700 that tracks this at the volume level.   And even if we did, having them in the ISMF display also enables the volume to be easily moved back to private (as needed).   So not sure we would change the ISMF behavior, but feel free to open a requirement and we can see if others vote on this.  Most clients end up using the LIBRARY DISPLAY since this also eliminates scratch volumes that are in an error category as well.
