Restore nonEAV dataset to EAV area when not enough nonEAV space

On IBM main a customer attempted a restore of a dataset and failed due to nor enough nonEAV space.  Other forum member directed user to Patch area and restored to EAV area with changing to EAV compatible attributes.

Suggest an option statement for following commands to allowing change of attributes to EAV compatible values to allow restore.  
Suggest restore command parameter to force EAV and nonEAV attributes.  
Could a ConvertEAV  command be created to alter existing datasets on a volume or dara.set.name.** to EAV or nonEAV attributes?  If dataset needs to be rewritten create *.NEW and leave *.OLD after renames. 

Could DEFRAG get a keyword EAVBalance which if EAV has a larger free percent would move largest eligible and available  dataset to EAV space else move smallest available and ties to nonEAV space?

Update manual with section on managing nonEAV / EAV datasets and how to convert them  (ALTER DSN(data.set.name)  nonEAV / EAV parameters).
