Starting with z/OS 2.5, only SAF (Security Authorization Facility. for example RACF) is supported for SDSF security decision (i.e., ISFPARMS support has been dropped).
After adding SDSF class ISFCMD.FILTER.OWNER with UACC(NONE) to prevent public access to the OWNER command in SDSF. Seeing the following message in syslog at FTP FILETYPE=JES regardless if JESOWNER was specified:
