Enable CFVM Thin Interrupts for shared ICFs

When sharing a physical ICF between real CF LPARs and a VM-mode LPAR (for use by CFVMs), the real CF LPARs can set the dynamic dispatch mode to "Thin Interrupt" to reduce ICF usage by any particular LPAR. z/VM use of an ICF in a CF Virtual Machine doesn't allow setting of this mode, since the CFVM thinks the ICF is dedicated. As a result, CPU utilization of the ICF is much higher in the VM-mode LPAR than in the CF LPARs, even though the CF usage is similar. z/VM CP should be changed to allow for setting of thin interrupts rather than assuming a dedicated ICF.
