Add VLAN tagging capability to OSA ICC in the advanced facilities configuration - z feature code 0455

The OSA 1GE cards do support VLAN tagging .. but the OSA-ICC “appliance” does not support VLAN tagging. UPS is requesting that VLAN Tagging support be added to the Advanced Facilities configuration option for the OSA-ICC server
