The primary purpose the SE is for service related operations. When this is being performed it is recommended that the CPC be placed in service status, which prevents HMC users and external automation from performing operational tasks against managed resources like LPARs. If the CPC is not put into service status it is possible for the things you describe to occur. Since the SE is not intended for end user operations except service and the recommended procedure help to guard against these types of problem we do not see a need to give priority to things done by an SE user. Additionally, while there are logs that show internal locking and contention for managed resources they do not lend them to viewing by a non-service user so it does not make sense to expose those.
