CBU acctivation date when turning off a CBU

when turning off a CBU with TEMPCAP the HWI_CBUACTIVE date does not seem to clear when everything is reset. If I issue a second TEMPCAP off the value does clear.

IBM says to ignore that value.

I think there's a bug if it clears when I issue the command a second time.

    We no longer support changes for legacy SNMP APIs. Please see "Capacity on Demand temporary capacity APIs comparisons"( https://www.ibm.com/servers/resourcelink/lib03011.nsf/pages/zCoDAPIComparison ) for replacement APIs to use.
