z/OS Logr needs a way to delete expired offload datasets even when no new data is written to the logstream.

In the context of AUTDELETE(YES), Logr only considers deleting expired offload datasets when it needs to allocate a new offload dataset.
If there is no write activity on the logstream, the current offload never fills up and the old data in the LS is kept indefinitly,
long after the EXPDT() date.
The dasd space occupied by the offload datasets with expired data is never freed.
START IXGOFLDS does not help, it doesn't make Logr delete expired offload datasets.
Logr needs to provide some way to delete expired offload datasets.
