RMM should support adding scratch tapes without a physical VTS connection

When we test our disaster recovery process we need to quickly add scratch volumes to a large number of RMM plexes (around 40) prior to bringing tape processing online in those test LPAR's. This is due to the fact that IBM's TS7700 flash copy process does not support writing back into the VTS that has been flash copied. Due to that we have a totally isolated set of VTS clusters that are used temporarily to contain all tape output. This allows processes like DB2 log offloads to function.

We would like to insert these scratch tapes in the d/r test VTS ahead of time but that VTS is not connected to the production VTS's. We were given a process that we are testing as a workaround but we are told that this is not officially supported. While that is good to accomplish our objective we would like to have an officially supported process to insert scratch tapes ahead of the actual d/r test. Note that we do reuse the actual scratch tapes in the d/r test VTS and manipulate the categories. The main problem with the current process is the fact that the VTS insertion can't be automated and requires someone to enter the insert lvol commands for all of the systems in the correct category.
