RMM should not submit volume ejects when OAM is down or restarting

We were in the process of ejecting several hundred thousand VTS logical volumes on a system that is in the process of being decommissioned when we started getting some errors (CBR3717I & CBR3650I). In determining root cause we found out that a coworker had activated a new SMS SCDS which caused an OAM restart due to our settings. The end result was over 6,200 logical volumes that were removed from RMM but left in the VTS and TCDB. We do know how to clean this up but it is just extra work that wouldn't be needed if RMM had more synergy with the tape library.
We are asking that RMM be in sync with the status of OAM so that commands are not sent to OAM that are going to cause the three VTS sets of metadata (RMM, TCDB, VTS) to get out of sync. This is a variant on 139113 / RTC ID: 354032.
