Add job submitter information to SMF Type 26 record (Purge)

(this may be a duplicate - I thought I submitted this but cannot find it)
Currently the type 26 job purge record contains the user ID of the job submitter but this is not sufficient for audit purposes - because of ID propagation the ID alone does not tell us the source of the job. The submitter information should contain the user ID, the job name, job ID, reader time, and NJE node of the submitting address space so that we can trace the job to its origin.
