Protect old versions againt manipulation Merged

EDITing old generations in PDSE v2's must not be allowed, apart from SAVE NEWGEN.

    This is being closed as a duplicate of Idea ZOS-I-3597 (ISPF Edit should be site configurable to prevent the Editing of a non-zero PDSE member generation).

    i would hope this would be a site, or user selectable, option. Currently the default ISPF behavior is to allow editing and updating of all generations. Not something I'm in favor of but if this is implemented it should be customizable.

    Imho versioning is not meant by having generations of members. There are software packages around to do this. We should liken PDSE member generations to GDGs and have the same options for both PDSE member generations and GDGs. One option to deal with GDGs is EDIT - so we shoud be able to EDIT PDSE member generations too.
