ISPF Edit should be site configurable to prevent the Editing of a non-zero PDSE member generation.

Editing a non-zero (non-base) PDSE member generation is asking for trouble for many reasons, the least of which is that non-zero generations are not able to be accessed via JCL or dynamic allocation. After much discussion on PDSEGEN the decision among those working on it was to prevent that entirely, while allowing a hidden command to do so if the user really wanted to and knew the magic key).

By allowing the Editing of the non-zero member generation the site (if they allow it) and IBM (for making it available) are prone to violating the principle of least astonishment.

A possible workaround is an option to 'promote' the non-zero generation to the base at which point it can be edited

EDITing old generations in PDSE v2's must not be allowed, apart from SAVE NEWGEN.
