FCIC JOB takes long time with msg IGD17291I.

When the client tries to take DB2 image copy by a use of FlashCopy, it takes very long time with msg IGD17291I.
This IGD1729I message means, "when the initial allocation can not be satisfied on one volume, it will try to add additional volumes to the list and continue to retry until it exhausts the eligible volumes in the pool. This can take some time as SMS will re-drive DADSM Create many times in an effort to create the data set before failing the request."
Performance down issue happens only with "Space Constraint Relief"function being active.
