Catalog Failures during Housekeeping should set a rc4

During EDGHSKP EXPROC processing when a call to uncatalog data sets on an expiring tape fails RMM issues message EDG2158I to the RMM STC log but continues processing without setting any warnings in the output of the Housekeeping job itself or in the MESSAGE file. They should issue the messages instead to the MESSAGE file and/or Housekeeping joblog directly and set a rc4 or higher so client can check the output. RMM STCLOG is not a place clients typically check for errors.
