Correct the SET SMFLIM cmd so it doesn't do partial policy updates

I had to update our SMFLIM policy in production to add a program name to a rule with programs allowed to allocate 32GB of storage. I overlooked to do the syntax check first. I was unaware only eight program names are allowed on one rule, so SET SMFLIM=(EC) caused ASA008I ERROR IN PARMLIB MEMBER=SMFLIMEC ON LINE 55, POSITION 61: VALUE IS NOT VALID - NUMBER OF ENTRIES EXCEEDS LIMIT. DETECTING MODULE IS IFASLACT. INPUT LINE: PGMNAME(SORT,ICE*,SAS*,JD575,SD853,ED681,CD741,BR790,SR861) ... IEE536I SMFLIM VALUE EC NOW IN EFFECT At this point the system activates part of the policy, even tough an error was detected. In the time it took to split the rule and reactivate the policy, two production batch jobs failed to obtain over 4GB of storage. It does a partial update and then says SMFLIM VALUE EC NOW IN EFFECT I understand you're saying I have to do a syntax check before activating. Without a preceding syntax check, SET SMFLIM may well destroy the z/OS image and its all the fault of the customer. I don't think that is reasonable. A partial policy update is inacceptable as exposes us to abends in production workload. SET SMFLIM is not designed/coded as safe and defensive as it should be.
