DFDSS COPY jobs - allow user to determine if a copy job issues RC4 or RC8 for a missing dataset

We get an RC4 for  COPY step with a missing dataset. We also get RC4 for a COPY of a PE (prevasivelky encrypted) file that was OPEN when the copy was performed. Using condition code checking we cannot differentiate between the missing file, which we consider an error (the file should be there) and the OPEN file (the copy is performed).

If we could specify that the copy of a missing file generates an RC8, we could be alerted to these errors which may have severe ramifications later in the batch suite.

    Same for Open VSAM, PDS's with no members that give RC=04. Be nice to be able to control the RC for certain known circumstances.
