The RFE specifically ask for the ability to get the "adjustment" logs via the Java API. These logs are written to the audit log of the SE. The ability to receive asynchronous events for audit log events was added in 2.15.0 HMC and SE. Similar support was added to the web service APIs back in 2.13.0 HMC and SE for both event notification as well as bulk gets of the complete set of audit logs.
Also for 2.15.0 HMCs and 2.15.0 and 2.14.0 SEs audit logs information can be forwarded to remote syslog servers.
So there are a variety of ways to get this information at varying levels of HMCs/SEs.
