I read the request again. I think I understand what you are looking for.
I think you are looking for the following enhancement:
A new PARMLIB parameter, MGMT_EXPDT_LIMIT(low_limit,high_limit), in SYS1.PARMLIB(IGDSMSxx)
The expiration date for each allocation will be examined to make sure its value is not either lower than low_limit or higher than high_limit.

Currently, we have the RACF FACILITY resource class, STGADMIN.IGD.ACTIVATE.CONFIGURATION, to control the ability to activate a configuration.
To satisfy this item, we plan to introduce another RACF FACILITY resource class, such as STGADMIN.IGD.DEFINE.MGMTCLASS, to control the ability to define or update a management class in an SCDS. Also, we plan to introduce a new PARMLIB parameter, MGMT_EXPDT_LIMIT(low_limit,high_limit), in SYS1.PARMLIB(IGDSMSxx) for the user to control low and high expiration date limits. It can be used to override the specification that exceeds the limit in the assigned management class.
