SMF logstream - implement size parm to force I SMF/IEFU29L

In SMF dataset mode, when a SYS1.MANx dataset is full, our SMF dump process can calculate how much space is needed for the dump dataset (by issuing a LISTC on the SYS1.MANx dataset). In SMF logstream mode, there is no easy way to programatically determine the size of the dump dataset. In order to do that, we would first need to determine the LOGR staging/offload dataset naming convention, then issue a LISTC for all the applicable LOGR SMF datasets and add up the sizes. If SMF logstream mode had a size parameter, i.e. SIZE(1G), then once that SIZE is hit, SMF would invoke I SMF (which in turn calls IEFU29L) and our SMF dump process could allocate a 1GB dump dataset to hold the SMF data.

Also will need a way to query this limit, preferably via a REXX API or some other programming interface (we prefer not to issue an operator command and parse the output).
