Allow DFSMSHSM to provide Immutable option during bucket creation

We are using IBM Transparent Cloud Tiering and HSM to migrate data to the cloud. We have been questioned by our auditors if the data stored to the cloud is immutable. They want verification that once the data is written to the cloud, it cannot be changed and is immune to ransomware attacks. Our cloud provider has indicated they provide "Object Lock", which appears would provide the immutable copies, but it needs to be set during bucket creation. They indicated that object lock is turned off by default, so it must be set during the API call during bucket creation. This is an option that currently cannot be set by a user, and we believe adding this option would not only provide a benefit to us, but to other customers.
