Allow ML1 DASD volume DEFRAG when HSM is active

Based on a Case that I had opened regarding the use of DFDSS DEFRAG and ML1 DASD volumes, IBM Support mentioned that "...if you want to do defrag the ML1 volumes, you should backup the ML1 volumes first and then shutdown HSM. You should not running defrag when HSM is active cause migration/recall activities may interfere with the defrag processing. Current design requires that HSM must be shutdown during any defrag processing."  Obviously, this is highly disruptive to the environment and with 24x7 processing and large multi-system SYSPLEXes, it's difficult if not impossible to find a time when this can actually be performed.  HSM should be enhanced to allow this processing to occur.
