Be able to enforce use of FCTOPPRCPRIMARY(PRESMIRREQ) when FASTREPLICATION(PREF) or FASTREPLICATION(REQ) is specified

In a GDPS Metro Mirror environment, use of FASTREPLICATION can lead to devices going into duplex pending state, causing the system to be unable to perform a hyperswap. 

When FASTREPLICATION(REQ) or FASTREPLICATION(PREF) is in place (either specified or by default) and no FCTOPPRCPRIMARY keyword is present, the duplex pending state does not occur. 
The following message is issued : IGD17268I xx VOLUMES WERE NOT USED FOR FAST REPLICATION BECAUSE OF PPRC PRIM CURRENTLY ACTIVE. 
FASTREPLICATION(PREF) will continue to use normal copy, FASTREPLICATION(REQ) will fail. So that's ok.                                   

However, when FCTOPPRCPRIMARY(PRESMIRNONE) or FCTOPPRCPRIMARY(PRESMIRPREF) keywords are used, devices will go into duplex pending state what is disruptive for the GDPS MM  hyperswap functionality. So we need a way to enforce the use of PRESMIRREQ value when FCTOPPRCPRIMARY keyword is used. 

This could be implemented by a parameter in DEVSUPxx. Another solution would be installing  https://ideas.ibm.com/ideas/ZOS-I-1206 , allowing us to prevent the use of keyword values PRESMIRPREF and PRESMIRNONE
