GDS_RECLAIM should delete/define the GDS versus reusing the same create date

Currently, when you turn on GDS_RECLAIM the system will reuse an existing GDS if it is in DEFERRED status. This is a great idea except for the fact that the process keeps the original create date. In one instance we had GDS' that were created in Feb 2025 that had a create date of Nov 2017. I believe that this process should be changed to delete/define the catalog entry, when GDS_RECLAIM is called, so that the create date reflects the actual create date!
